James Noel graduated from the University of New Mexico School of Law in 2000. 

He practiced in the private sector before joining the Judicial Standards Commission in 2004 where he served as the Executive Director and General Counsel.  Mr. Noel subsequently served as the Cabinet Secretary for the Energy Minerals and Natural Resources Department under Governor Bill Richardson.  Mr. Noel has served as General Counsel for the Office of the State Auditor, and also served as the Division Director for Government Accountability and Special Prosecutions under Attorney General Gary King.  Mr. Noel received his Bachelor's Degree in Political Science and Anthropology from Indiana University, his MBA from Indiana University, and a Masters Certificate in Project Management from George Washington Universtiy in Washington, DC.  Mr. Noel lives in Corrales with his wife Amanda and their horses, goats, Border Collies and cats.
